About LNTPA

Lithuanian Real Estate Development Association (LNTPA) was established in 2004 by 26 companies, operating in the RE sector. During the general meeting of members, management of the association was entrusted to the board of ten members elected for the period of two years, which determines the main strategic directions of the association’s activities. President of the Association is also appointed during the general meeting of members.

The community consists of real estate developers, funders, RE service providers and law firms. The association represents business interests of its members in public institutions, as well as organises conferences and seminars for RE professionals and the general public. It also seeks to educate its community by participating in international exhibitions, arranging international occupational tours and gathering a wide “PropTech Baltic” community interested in innovations of the sector.

Working Groups

For territorial planning and law-making:

  • New Law on Territorial Planning;
  • Compulsory Insurance of Occupational Risk Against Civil Liability;
  • Amendments to the Law on Construction;
  • Other.

For private-public partnership (PPP) initiatives:

  • Promoting PPP projects proposed by the private sector initiative;
  • Opportunities to use the EU funds for PPP projects;
  • Cooperation with public and business institutions during the improvement of the PPP process;
  • Organisation of educational PPP events;
  • Other.

For tax systems and monopolistic rates of enterprises

  • Participation in the drafting of united and universal law on immovable property tax – amendments to the current Law on Immovable Property Tax of the Republic of Lithuania:
  • Application of RE tax to residential property which is not in use;
  • Options for voluntary revaluation of assets – monopolistic rates of state-controlled enterprises:
  • Notarial service fees approved by the Minister of Justice of the Republic of Lithuania;
  • The rates of monopolistic services of the State Enterprise “Centre of Registers” approved by the Government of the Republic of Lithuania;
  • Separation of fees for commercial services of the State Enterprise “Centre of Registers”.

For the development of public infrastructure:

  • Concept of the Law on the Development of the Infrastructure of Residential Areas;
  • Procedure for connecting to the engineering networks in Vilnius City.

For innovations:

  • Creation of municipal housing rented by municipalities;
  • Construction of energy efficient and safe housing.
